In this paper, a constructive description of Hölder classes functions on certain compact sets in $${{\mathbb{R}}^{m}}$$ (m $$ \geqslant 3) is given terms the rate approximation by harmonic shrinking neighborhoods these sets. The under consideration are higher-dimensional generalization subsets curves $${{\mathbb{R}}^{3}}$$ whose arc commensurable with chord. neighborhood size directly connected approximation: it shrinks when getting more accurate. addition to being compact, approximating subject condition that looks similar condition, but weaker. In this paper, we introduce three new classes of open sets in a general Euclidean space RN . It is shown that every class of open sets is compact under the Hausdorff distance. The result is then applied to a shape optimization problem of elliptic equation. The existence of the optimal solution is presented.
